Pageant Rules
The Foothills Beauty Pageant will be held at C.C.H.S. on Thursday, October 16, 2008 at 6:00 P.M.
The pageant will be in five divisions:
- Prince and Princess (ages 5-7 and must enter as a couple)
- Little Miss (age 5-7)
- Junior Miss (age 8-11)
- Teen Miss (age 12-14)
- Miss Foothills (age 15-21)
THERE ARE NO EXCEPTIONS TO AGE CATEGORIES.
Judging will be based on
poise, beauty, and appearance. Contestants must:
- be a resident of or attend school at Clinton County
- must have never been married
- must have never had a marriage annulled
- must have never had any children
If a winner gets married or becomes pregnant during her reign, the title and crown will be forfeited. Winners will be expected to participate in various activities throughout the Festival. Any and all participation will be determined by and at the discretion of the Festival Planning Committee.
An entry fee of $10.
00 is due for Little Miss, Junior Miss, Teen Miss, and Miss Foothills, and must accompany the application. An entry fee of $20.
00 is due for the Prince and Princess and must accompany the application.
DEADLINE FOR REGISTRATION WILL BE October 10, 2008.
LATE REGISTRATION FEE WILL BE $25.

Dress for Prince and Princess, Little Miss and Junior Miss will be pageant, formal, or Sunday wear.
Dress for Teen Miss and Miss Foothills will be formal or pageant wear. Winners will
ONLY be eligible to ride in the parade, and must furnish your own vehicle.

Baby Show Rules
Please complete and return application with entry fee no later than Friday, October 10
th, 2008.
Application deadline for $10.
00 entry fee will be Friday, October 10. Please include fee with your application. After this date, entry fee will be $15.

BABY SHOW: The Foothills Festival Baby Show will be held at the Clinton County High School on Saturday, October 11
th, 2008 at 10:00 A.M.
Registration on the date of the baby show will be $15.
00 and will begin at 9:00 A.M. and end at 10:00 A.M.
Numbers must be picked up at this time.
No registration or number pick up after 10:00 A.M.
DRESS WILL BE SUNDAY WEAR. CONTESTANTS MUST BE A RESIDENT OF CLINTON COUNTY.

Car, Truck, Tractor, and Motorcycle Show Rules
Registration is $10.
00. The Open Car and Motorcycle Show will be held at People's Bank and Trust of Albany, Saturday, October 18
th, 2008.
Registration will begin at 10:30 A.M. and judging will be at 1:00 P.M.
The First 100 cars to register will receive dash plaques.

Window Display Contest Rules
All merchants are encouraged to participate in the Window Display Contest. The theme for this year is "Our heart is in the Foothills", but windows will be judged on display, and not solely by theme. Judging will be done on Thursday, October 16th, 2008. The judges will view all windows around the square, down Cross Street, Washington Street, Jefferson Street, and Cumberland Street. If you wish for your window to be judged around another location, contact the Foothills Festival Committee. A trophy will be awarded to the 1st, 2nd, and 3rd place winners.
Parade Rules
The Foothills Festival Parade will begin Friday, October 17
th, 2008, at 5:00 P.M., with line-up starting at 3:00 P.M. in the Westview Shopping Center parking lot. Registration will be set up in the corner nearest the west end of the parking lot. Everyone participating in the parade must register and will be assigned a position in the parade. All entries except horses and horse drawn carriages must enter at the west end of the parking lot. Horses and wagons will be registered at Albany Auto Color (the old Clinton County Library) and will enter the parade from there when directed by parade officials. The parade will end at Quick Mart or the old stockyard lot.
Prizes will be awarded as follows:
- FLOATS: All floats will be judged in one category: $1000 for 1st place, $500 for 2nd place, and $250 for 3rd place. The theme is open, but must be a constructed float to be judged. No decorated vehicles will be eligible to win the prize money.
- CLOWNS: $25.00 for 1st place, $15.00 for 2nd place, and $10.00 for 3rd place. Clowns will be judged as individuals. Registration for Clowns will be in the grass area in front of Dr. Brown's parking lot. Partial judging will be done prior to the parade.
- ANTIQUE CARS: Cars must be pre-1975 and will be judged on appearance. Only vehicles pre-1975 will be judged. Trophies will be awarded to the 1st, 2nd, and 3rd place winners. Vehicles must enter at the west end drive, registered, and be assigned a number and be directed to a position.
- ANTIQUE TRACTORS: Tractors must be antique. Trophies will be awarded to the 1st, 2nd, and 3rd place winners. Tractors must enter the parking lot at the west end driver, register, and be assigned a number, then be directed to a position by the parade officials.
- WAGONS: Riders in horse drawn wagons will register in the Albany Auto Color (the old Clinton County Library) parking lot, and are asked to remain in that area until directed into the parade. Trophies will be awarded to the 1st, 2nd, and 3rd place winners.
Pageant 1
st place winners only will be asked to participate in the parade. You must furnish your own vehicle. Festival winners are encouraged to get your cars there early, so they can be lined up first.
All other vehicles,
except political candidates, will be asked to line up at Albany Elementary School and will enter the parade as directed by the parade officials. Political vehicles will be lined up on a first come basis.
Motorcyclesthat are insured, licensed street legal and with an adult rider, will be allowed in the parade.
NO 4-WHEELERS, GO-KARTS, OR ANY OTHER UNLICENSED, OFF-ROAD VEHICLES ARE PERMITTED IN THE PARADE. ANY SUCH AS VEHICLES ENTERING THE PARADE ROUTE AFTER THE PARADE BEGINS MAY BE CITED BY POLICE OFFICIALS.
THROWING CANDY IS DANGEROUS. CHILDREN DO NOT THINK OF THE DANGER OF RUNNING INTO THE STREET TO PICK UP THE CANDY. THROWING OF CANDY FROM VEHICLES OR FLOATS IN THE PARADE IS DISCOURAGED.
5-K Run Rules
The Foothills Festival 5-K Run will begin registration at 7:00 A.M. at the Mountain View Recreation Park on the day of the race, Saturday, October 18
th, 2008 with the race starting at 8:00 A.M.
The course shall be:
- South on Highway 127 to the first traffic light
- Turn right on Highway 1590 to the Clinton County Hospital
- Turn around
- Back to the traffic light
- Turn right on Highway 127 to the Square
Entry Fee: $15.

T-shirts will be awarded to each participant. Trophies will be awarded to the 1
st, 2
nd, and 3
rd place finishers in each age division.
Age Groups are as follows:
- 8 and under
- 9-12
- 13-15
- 16-19
- 20-24
- 25-29
- 30-34
- 35-39
- 40-44
- 45-49
- 50-54
- 60-64
- 65-69
- 70 and over
A $200 cash drawing will be held at the end of the race. To be eligible for cash, you must be registered by 12:00 noon, Friday, October 17
th, 2008. A release of responsibility must be signed by the participant or parent, if the participant is a minor.
Children's Fun Events Rules
Children's games will be held beside First & Farmer's Bank, beginning at 10:00 A.M., Saturday, October 18, 2008.
Games will be announced that day and rules will be provided by the committee. Trophies or prizes will be awarded.
Lip Sync Contest Rules
The Lip Sync will be held Saturday, October 18
th, 2008 at 3:00 P.M.
Participants must be pre-registered by 12:00 noon. ABSOLUTELY NO ONE ACCEPTED AFTER THIS TIME. CD's are required. Jackets will be provided for the discs. Information needed on the jacket is participant's name, age of each participants, name of song and name of artist.
Age divisions are:
- 3-9
- 10-15
- 16-19
- 20 and over
In the event there are less than three participants in one division, the Festival Committee reserves the right to group in the next division.
One individual may enter
only one single act and one group act. This means one person may participate twice only; once in a single act and once with a group act and
must be within their age group.
ABSOLUTELY NO EXCEPTIONS.
First place winners in each age division will win $100. Second place will win $75 in each age division. Third place winners in each age division will win $50. A $5.
00 entry fee will be charged for each act unless the group has three or more in one act and the fee will be $10. Participants will be judged on originality, dress and pantomime. A three (3) minute time limit will be set for each act.
If a performance is deemed unacceptable by community standards, the act will be stopped and the participant disqualified.
Parent/Child Look-A-Like Contest Rules
This contest will be held on Saturday, October 18
th, 2008, at 1:00 P.M.
Age divisions are:
- 0-6
- 7-12
- 13 years and over.
These divisions will be based on the age of the child. The contest is open to non-residents of Clinton County as well as all residents of Clinton County. Dress will be casual. Judging will be based on resemblance of parent and child. Judges decision will be final. Winners and first runner-up in each age division will be awarded a trophy. Previous winners will be eligible only for the next age division. No entry fee. Registration will end at 12:00 noon.
Pumpkin Carving Contest Rules
Pumpkins must be registered at the Foothills Festival building between 10:00 A.M. - 5:00 P.M., Friday, October 17
th, 2008.
Judging will take place on Saturday, October 18
th winners will be announced at the Lip Sync.
Age categories will be:
One First, Second and Third Prize winner will be selected in each age category. First place winners in each age division will win $50. Second place will win $25 in each age division. Third place winners in each age division will win $10.
Pumpkins may not be larger than 2' x 2 ' x 2'
Pumpkins entered may be reclaimed after the contest. Those not reclaimed by Sunday, October 18th will be removed.
Each entry must have a title.
Entrants must provide candles for lighting.
Pumpkin Decoration Contest Rules
Pumpkins must be registered at the Pumpkin Patch between 10:00 A.M. - 3:00 P.M., Friday, October 17
th, 2008.
Judging will take place on Saturday, October 18
th winners will be announced at the Lip Sync.
- Age categories will be: 5 and under and 6-10
- One First, Second and Third Prize winner will be selected in each age category. First place winners in each age division will win $25. Second place will win $10 in each age division. Third place winners in each age division will win $5.
- Pumpkins may not be carved or hollowed out.
- Pumpkins may not be larger than 2' x 2 ' x 2'.
- Pumpkins entered may be reclaimed after the contest. Those not reclaimed by Sunday, October 19th will be removed.
- Objects, paper and materials of any kind may be pinned or glued to pumpkins.
- Participants may also draw or paint on their entries or dress them up.
- No electrical device may be used as part of any entry.
- Each entry must have a title.
Scarecrow Contest Rules
Registration and set-up will take place on October 16
th through October 17
th, 2008 from l0:00 A.m. until 7:00 P.M.
Upon arrival, check in with us at the Foothills Festival building to register. Winners will be announced on Saturday, October 18
th at lip sync. Scarecrows must be removed by Sunday, October 19
th, 2008.
- Individuals or groups are eligible to enter in one of the following categories: tabletop 2’ or under and yard 4’-7’
- Youth (ages 17 & under, no help from adults please), Adults (ages 18 & older), and Group (scout troops, classrooms, churches, businesses, families, neighbors, friends, etc.)
- First place winners in each age division will win $50. Second place will win $25 in each age division. Third place winners in each age division will win $10.
- The school classroom with the most entries will receive a donation of $100.00. The prize will be determined from a count of the registration cards.
- There will be post provide for the yard size scarecrows, tabletop must be able to stand on there own.
- There is no fee to register.
- Rubber, plastic or store bought masks are not allowed.
- Each entry must be constructed to withstand all weather conditions. Scarecrows must be firmly packed. If fresh vegetables are used, replace as necessary.
- All scarecrows must be named. Use a small sign no larger than 11 "x 17".
- Creators are responsible for keeping their scarecrow in good viewing and picture taking condition from set-up until award day. Scarecrows must be checked each day and more often if weather is bad. Any scarecrow deemed "ruined" by our staff will be removed in 24 hours.
- Entrants in the business category may incorporate subtle use of company name.
- When designing your scarecrow, please keep in mind that this is a family event.
